Agency Sections


 GOHSEP is divided into seven sections:

  • Disaster Recovery - is in charge of all recovery and mitigation operations such as public assistance reimbursement and programs that prevent damage and loss of life and property in future disasters.
  • Executive - consist of the primary management, legal and public information assets.
  • Information Technology - supports the Agency's computer and communications assets.
  • Operations - is in charge of coordinating the State's response to any type of natural or man-made emergency through the State Emergency Operations Center, this section includes all emergency planning.
  • Preparedness - is in charge training and exercise programs, and the State's critical infrastructure programs.
  • Regional Support - is our liaison between the State and our emergency management partners in the Parishes.
  • Support Services - is in charge of all financial and personnel issues for GOHSEP.

 Disaster Recovery

 Responsibilities

 Public Assistance Grant Program

 Hazard Mitigation Grant Program:

Accountable for funds disbursed to all Applicants

§Provide technical advice to Applicants

§Ensure Applicants are aware of available programs

§Provide support to Applicants for damage assessments

§Submit necessary paperwork for grant awards

ü Interim Emergency Board (IEB)

 
State or Presidential Emergency Declaration

 Submit applicants on behalf of sub-grantees


 Individual Assistance
(Option 1)

 Coordinate with FEMA to ensure individuals receive all eligible funding

 Executive

 Responsibilities

 Agency administrative section which includes organizational directors, legal services, governmental  affairs and public information
 Information Technology

 Responsibilities


 Manage, design, implementation & support all data & voice technologies within GOHSEP, to include mobile communication assets & Parish EOC support for 700/800 radio & satellite phone

 Operations

 Responsibilities

ü  Maintain, manage & operate the State Emergency Operations Center (EOC)

 
Create & disseminate the daily situation report to selected State & local officials

 Coordinate & facilitate all State resource & mission requests during emergencies

 Coordinate & host the Unified Command, SE,SW & Shelter Task Force Conference Calls

 Maintain & update all GOHSEP SOPs, EOPs & Supplements

 Review & provide guidance for all Parish Emergency Operations Plans

 Participate in all GOHSEP emergency (Full Scale, Functional & Table Top) exercises

 Host coordination meetings with all coastal Parishes annually

 Maintain & test the State Emergency Management Software systems

 Facilitate the necessary State EOC training for disasters & emergencies

 Responsibilities

 Manage/conduct emergency management training

 SARTA anti-terrorism training for law enforcement

 Coordination of HAZMAT related training

 Performance of bi-annual training needs assessment

 State Exercise development & execution

 Provide situational awareness & dissemination of intelligence to support decision /response efforts

 Maintains radiological instruments for related at-risk Parishes
(WHIPP)

 Management of Critical Infrastructure Branch Grant Programs

 Maintain GIS imagery assets in support of operational capability

 Document & assess State’s Critical Infrastructure & Key Resources
(CI/KR)

 Provide program management on:

State Homeland Security Program (SHSP)

§Law Enforcement Terrorism Prevention Program (LETTP)

§Urban Area Security Initiative (UASI)

§Metropolitan Medical Response Systems (MMRS)

§Public Safety Interoperable Communications (PSIC)

ü Provide program management for Virtual Louisiana

 Conduct Preliminary Damage Assessments (PDA)

 
Assist Parishes in obtaining resources during disaster incidents/events

 Provide situational awareness to the State EOC during EOC activations

 Conduct Homeland Security Grant Monitoring Visits

 Assist Parishes in determining priorities & efforts for Homeland Security funding

 Conduct annual reviews of Parish Emergency Operation Plans

 Assist Parishes in exercise & training programs
