Through the Department of Homeland Security
(DHS), the Governor's Office of Homeland
Security and Emergency Preparedness (GOHSEP)
provides annual Homeland Security grants to
state and local first responders within
Louisiana. GOHSEP serves as the State
Administrative Agent (SAA) for Federal
Homeland Security grants, and as the primary
liaison with DHS and its Office of Grants
and Training (G&T)

The purpose of the Assistance to
Firefighters Grant (AFG) Program is to award
one-year grants directly to fire departments
of a State to enhance their abilities with
respect to fire and fire-related hazards.
Our primary goal is to provide assistance to
meet fire departments’ firefighting and
emergency response needs. This program seeks
to support departments that lack the tools
and resources necessary to protect the
health and safety of the public and their
firefighting personnel with respect to fire
and all other hazards they may face. |

Equipment Acquisition Grants
for Domestic Preparedness |

|
To enhance the capacity of State and local
first responders to respond to a Weapons of
Mass Destruction (WMD) terrorism incident
involving chemical, biological, nuclear,
radiological, incendiary, and explosive
devices. Funds are provided to conduct
comprehensive threat and needs assessments ,
to develop and implement a Statewide
Domestic Preparedness Strategy, to purchase
equipment for State and local first
responders, and to establish comprehensive
training programs. |

Transit Security Grant Program – TSGP |
|
The FY06 TSGP provides funding for security
and preparedness enhancements for designated
transit systems. Funding is allowed for
planning, organizational activities,
equipment acquisitions, training, exercises,
and management and administrative costs.

Port Security Grant Program – PSGP
|
|
The FY06 PSG Program provides financial
assistance on a competitive basis to owners
and operators of ports, terminals,
U.S. inspected passenger vessels and
ferries, port authorities, and State and
local agencies for physical security
enhancements.

Inner City Bus Security Grant Program |
|
The FY06 TSGP provided to eligible owners
and operators of fixed route intercity and
charter bus services to protect bus systems
and the traveling public from terrorism. |

equipment, management, and administration of
actions, to protect, secure, and reduce the
vulnerabilities of identified critical

Emergency Management Performance Grants
(EMPG) |

Program Description |
|
To assist the development, maintenance, and
improvement of State and local emergency
management capabilities, which are key
components of a comprehensive national
emergency management system for disasters
and emergencies that may result from natural
disasters or accidental or man-caused
events. By combining former program
activities into the Emergency Management
Performance Grant (EMPG), FEMA is providing
States the flexibility to allocate funds
according to risk and to address the most
urgent State and local needs in disaster
mitigation, preparedness, response, and
recovery. Working within the standard
Federal government grant administration
process, EMPG provides the support that
State and local governments need to achieve
measurable results in key functional areas
of emergency management. |

Flood
Mitigation Assistance (FMA) |

Program Description
The Flood Mitigation Assistance (FMA)
Program is authorized by Sections 1366 and
1367 (42 U.S.C.) of the National Flood
Insurance Reform Act of 1994. It is a
partnership designed to assist states, local
and Indian Tribal governments in reducing or
eliminating long-term risks of flood damage
to repetitively flooded structures insured
under the National Flood Insurance Program (NFIP).
The FMA program provides assistance and
grants to states and repetitive loss
communities for activities the at
will reduce
the risk of flood damage to repetitive loss
structures insurable under the
National
Flood Insurance Program (NFIP). FMA provides
grants up to 75% for both planning and
projects on an annual basis. |

Program Description
To provide States and local governments with
financial assistance to implement measures
that will permanently reduce or eliminate
future damages and losses from natural
hazards through safer building practices and
improving existing structures and supporting
infrastructure.

Pre-Disaster Mitigation Grant (PDM) |

Program Description
States are encouraged to use grants to
implement a sustained pre-disaster hazard
mitigation program to reduce risk to the
population, the costs and disruption to
individuals and businesses caused by severe
property damage, and the ever-growing cost
to all taxpayers of Federal disaster relief
efforts.
The program is similar to both the
Flood Mitigation Assistance (FMA) Program
and the Hazard Mitigation Grant Program (HMGP)
in that there is an emphasis on "brick and
mortar" mitigation projects and that State
and local mitigation plans are required
prior
to approval of mitigation project
grants. Allowable costs will be governed by
44 CFR
Part 13, Uniform Administrative
Requirements for Grants and Cooperative
Agreements to State and Local Governments
and OMB Circular A-87, Cost Principles for
State, Local, and Indian Tribal Governments.

Public assistance is that part of
disaster relief through which the
federal government supplements the
efforts of state and local
governments to return the disaster
area to pre-disaster conditions.
These efforts primarily address the
repair and restoration of public
facilities, infrastructure, or
services which have been damaged or
destroyed. |

Antiterrorism & Emergency Assistance
Program-Office For Victims OF Crime (OVC) |
 |
OVC offers five categories of assistance to
respond to terrorism and mass violence:
crisis response, consequence management,
criminal justice support, crime victim
compensation, and training and
technical assistance. Assistance in each
category targets a specific phase in the
aftermath of a crisis
and is designed to meet the immediate and
extended needs of victims and the community.
