In 1994, Wilson was reassigned to Washington, D.C., to serve as a Detailed Inspector General for Intelligence Oversight at the National Guard Bureau where he worked until 1997, when he transferred to the Defense Intelligence Agency to direct specific intelligence operations.

Three years later, Wilson joined the U.S. European Command in Stuttgart, Germany, where he served as Operations Chief of the South Central Group.
